Abstract
The article touches upon the creation and the development of the Russian intelligence network in Tsargrad after the establishment of the Russian permanent diplomatic mission on the Bosporus in the context of international relations. The Russian government recognized the importance of the Azov Sea, the Kerch Strait and the Black Sea in the relations between the Russian and the Ottoman states at the beginning of the 18th century. These relations shaped a part of the main directions of Russian foreign policy in the region. Russia sought to obtain the right to free navigation through the Strait of Kerch and the Black Sea. The Sublime Porte intended to implement the plan to close the Kerch Strait for Russian vessels and to prohibit them to enter the Black Sea. In 1701–1710 diplomatic and military intelligence contributed to realize the target of Peter the Great to open the Black Sea for Russia.
