Yevgenia V. Oksenyuk Organizations of the Socialist Revolutionary Party in 1905 — Early 1906 According to Documents of the Police Department

Abstract

This article examines the organizational condition and prospects for the development of the illegal mass organizations of the Socialist Revolutionary Party on the eve of and during the early stages of the First Russian Revolution (1905–1906), based on documents from the Police Department. The study relies primarily on records of the Special Section of the Police Department, now preserved in the State Archive of the Russian Federation. The picture presented by police reports sent from various regions of the Russian Empire reveals, on the one hand, a process of active expansion, especially in the capital regions, and, on the other hand, organizational problems that prevented the Party from becoming a truly mass movement. The police noted conflicts between workers and the party intelligentsia, the penetration of revolutionaries into military and student circles, cooperation with other revolutionary parties, and the consequences of the October Manifesto. It becomes evident that changes in organizational work and new principles for creating local cells did not remain secret from the police, which quickly gained access to internal party documents. In effect, the entire internal picture of the Party’s attempts to build a mass organization was available to the security authorities. Particular attention was consistently directed toward the combat and military organizations of the Socialist Revolutionary Party, which were regarded as posing the greatest threat to the existing order. The article concludes that the Police Department possessed a clear understanding of both the prospects and the actual condition of the Socialist Revolutionary Party’s development. These realities were not hidden from law-enforcement officials, and the insufficient operational activity directed against revolutionaries stemmed not from a lack of information but rather from internal problems within the police apparatus itself.
