Аннотация

Целью данной публикации является обращение к личности выдающегося деятеля советской эпохи, народного комиссара (министра) финансов СССР Арсения Григорьевича Зверева (1900–1969 гг.). В 2025 г. отмечается 125-летие со дня его рождения. Особенно актуальным в год 80-летия Великой Победы является анализ деятельности А.Г. Зверева во главе Народного комиссариата финансов СССР в период суровых испытаний — накануне и в годы Великой Отечественной войны. Названы причины выдвижения А.Г. Зверева на руководящую должность в Наркомфин СССР. Показана его деятельность по оптимизации финансовой сферы страны в предвоенный период. Основное место в публикации занимает оценка выдающегося вклада, внесенного А.Г. Зверевым, в обеспечение стабильности и эффективного функционирования финансово-экономической системы государства в годы Великой Отечественной войны. Проанализированы сложные задачи, вставшие перед финансовой системой страны в условиях военного времени, и усилия, предпринятые под руководством А.Г. Зверева по их успешному решению. Отмечается, что в годы войны А.Г. Зверев наряду с должностью наркома, исполнял и другие важные обязанности: входил в состав Бюро СНК СССР, возглавлял Валютный комитет и Государственную штатную комиссию при СНК СССР. Рассмотрены основные слагающие стиля работы А.Г. Зверева на посту наркома финансов СССР: профессиональная компетентность, организаторский и управленческий талант, принципиальность, постоянная нацеленность на достижение высоких конечных результатов. Подчеркивается умение А.Г. Зверева готовить и выдвигать на руководящие посты талантливых, компетентных работников. В заключении говорится, что плодотворная деятельность А.Г. Зверева и его соратников в годы Великой Отечественной войны внесла достойный вклад в Победу — в создание мобильной, высокоэффективной финансово-экономической системы, которая достойно выдержала всю тяжесть военного лихолетья.

Abstract

The purpose of this publication is the personality of an outstanding figure of the Soviet era, People’s Commissar (Minister) of Finance of the USSR Arseniy Grigorievich Zverev (1900-1969). The year 2025 marks the 125th anniversary of his birth. Particularly relevant in the year of the 80th anniversary of the Great Victory is the analysis of the activities of A.G. Zverev as the head of the People’s Commissariat of Finance of the USSR during the period of severe trials — on the eve and during the Great Patriotic War. The reasons for the nomination of A.G. Zverev to a leadership position in the People’s Commissariat of Finance of the USSR are named. His activities to optimize the country’s financial sector in the pre-war period are shown. The main place in the publication is occupied by an assessment of the outstanding contribution made by A.G. Zverev to ensuring the stability and effective functioning of the financial and economic system of the state during the Great Patriotic War. The complex tasks facing the country’s financial system in wartime conditions and the efforts undertaken under the leadership of A.G. Zverev for their successful solution. It is noted that during the war, A.G. Zverev, along with the post of People’s Commissar, also performed other important duties: he was a member of the Bureau of the Council of People’s Commissars of the USSR, headed the Currency Committee and the State Staff Commission under the Council of People’s Commissars of the USSR. The main components of the style of A.G. Zverev’s work as People’s Commissar of Finance of the USSR are considered: professional competence, organizational and managerial talent, integrity, constant focus on achieving high results. The ability of A.G. Zverev to prepare and promote talented, competent employees to leadership positions is emphasized. The conclusion states that the fruitful activities of A.G. Zverev and his associates during the Great Patriotic War made a worthy contribution to the Victory and to the creation of a mobile, highly effective financial and economic system that withstood the entire burden of the military hardships.
